colleenGreens MLC Colleen Hartland has given notice to Victorian Parliament of her intention to introduce legislation for a 10c returnable deposit on all drink bottles, cans and cartons in Victoria.

"If there is one environment issue that unites Victoria, this is it; and I want it to be an issue that unites the Victorian parliament." said Ms Hartland.

"Look around you on Clean Up Australia day this Sunday.  Look at every empty drink container hauled up out of the creek.  Imagine a world where empty drink rubbish doesn't hit the ground, or doesn't stay there long if it does."

"A 10c deposit stops the rubbish before it hits the ground.  It turns litter-bugs into recyclers."

"It creates fundraising opportunities for sporting and community groups and creates employment in new recycling businesses that are lining up to take part in the scheme."

"It runs itself financially, and creates a public fund to promote recycling.  It is environmentally, socially and financially responsible."

"Two years ago I introduced the same Bill to parliament.  It passed in the upper house, with the enthusiastic support of the opposition parties, who are now in government." said Ms Hartland
